Jamie Lynn Isaacs, 41, of Richmond, KY was scheduled to appear in District Court before Judge Henria Bailey-Lewis for preliminary hearings in two cases (25-F-00114 & 25-F-00115) on Monday, December 15, 2025. Isaacs has been charged with flagrant nonsupport in both cases.
However, Isaacs failed to appear for both preliminary hearings. Judge Bailey-Lewis issued bench warrants for her arrest in both cases.
Isaacs was arrested on October 05, 2025 by Officer D. Todd while executing two separate complaint warrants.
The Jackson County Attorney obtained the complaint warrants on June 30, 2025.
Case #25-F-00114 is supported by Complaint Warrant #E05510005009916. In this complaint, the County Attorney alleges that Isaacs violated KRS 530.050 (2)(a) flagrant nonsupport, in that Isaacs has persistently failed to provide support which she reasonably can provide and which she knows she has a duty to provide by virtue of a court or administrative order. This failure to provide child support has resulted in an arrearage of more than two thousand five hundred dollars ($2,500). Child support was ordered by the Jackson Family Court beginning on November 01, 2013 in the amount of $246.00 per month. Isaacs became $2,706.00 delinquent on October 01, 2014.
Case #25-F-00115 is supported by Complaint Warrant # E05510005010025. In this complaint, the County Attorney alleges that Isaacs violated KRS 530.050 (2)(a) flagrant nonsupport, in that Isaacs has persistently failed to provide support which she reasonably can provide and which she knows she has a duty to provide by virtue of a court or administrative order. This failure to provide child support has resulted in an arrearage of more than two thousand five hundred dollars ($2,500). Child support was ordered by the Jackson Family Court beginning on December 01, 2017 01, 2013 in the amount of $314.87 per month. Isaacs became $2,518.96 delinquent on August 01, 2018.
Isaacs entered a not guilty plea in both cases. Preliminary hearings were scheduled for October 20, 2025.
Jackson County Attorney Ross Murray has reported that “After the first of the year 2026, we will stop having civil child support court on the 3rd Tuesday of each month because of this shift in focus. Civil enforcement doesn't seem to get through to some people. So criminal enforcement it has to be. I don't like this. I don't like sending people to prison. But you've left me no choice.”
As in all cases at this stage of adjudication the charges are allegations and the defendant is presumed innocent until provided due process and determined to be guilty by the court.
