Elderly McKee Man Arrested for Alleged Terroristic Threatening

On July 16th, 2026 at approximately 6:30 PM Jackson County 911 Dispatch received a 911 call from Ralph Adkins concerning threats allegedly made by Adkins’ half-brother, Frank Gilliam, 72, of McKee, KY. Adkins reported that his brother, Gilliam, was “incredibly intoxicated” and had threatened to shoot him with a .357 Magnum firearm. Adkins indicated to Jackson County 911 that he was at the top of the hill on Turkeyfoot Road on the McKee side. Adkins also advised that the .357 Magnum was kept in a brown bag by Gilliam. Deputy C. Baldwin responded to the complaint.

Upon arriving in the area, Deputy Baldwin first made contact with Mr. Adkins. Adkins reiterated his original complaint and provided Deputy Baldwin with a handwritten statement that was signed, dated, and initialed with his date of birth and phone number. Adkins requested to pursue charges against Gilliam for the threats he allegedly made and stated he would testify before a court regarding the matter. Adkins stated that he lived in the Harrison Hole area of Turkeyfoot Road.

Upon arriving in the area of the Harrison Hole, Deputy Baldwin located Gilliam sitting in a lawn chair. In uniform citation #FG82055, Deputy Baldwin reported that he could clearly observe a brown bag beside Gilliam containing the reported firearm. Gilliam was advised to stand up slowly with his hands up. Gilliam complied and the deputy removed the brown bag from his vicinity. Gilliam admitted to having the .357 Magnum inside the bag.

Gilliam was read his Miranda Rights and questioned about the complaint call made to 911. Gilliam adamantly denied having issued any threats toward Adkins pertaining threats to shoot him. However, Gilliam spontaneously uttered that he would “break that MFing, SOB’s neck”. Throughout the interaction with Gilliam Deputy Baldwin reported that he detected signs of alcohol impairment via the strong odor of alcohol coming from his person, in addition to pinpoint pupils with bloodshot/watery eyes.

Based on the totality of the evidence and circumstances , Deputy Baldwin placed Gilliam under arrest. In the citation, Deputy Baldwin noted that while enroute to the Jackson County Detention Center, Gilliam uttered continuous threats against Adkins stating that he would kill him, break his neck, etc.

Gilliam was booked and charged with alcohol intoxication in a public place (1st & 2nd offense) and terroristic threatening, 3rd degree.
