The Jackson County Fiscal Court met on Thursday, December 11, 2025, for its regular monthly Fiscal Court meeting. The meeting was called to order by Judge Gabbard, and the minutes from the previous meeting were then read and approved.
Judge Gabbard then recognized visitors Brody Keck and Zack Bryant. Chief Bryant is the chairman of the 911 advisory committee. He reported that the committee had met and approved the recommendation of Brody Keck to fill the position of 911 Director. The court approved Brody to assume the role of 911 Director.
Mr. Keck also serves as a member of the EMS board of directors. He gave an update on EMS and presented policies and procedures to be adopted for 911 dispatch employees. The fiscal Court will look over the policies and present them for a vote at the next Fiscal Court meeting. To fill the vacancy on the 911 Committee created by Brody Keck's appointment as 911 Director, the court appointed Oscar McQueen to the 911 Committee.
The Court has previously received $ 1.2 million from the State, with the help of Senator Stivers and Representative Truett, for a facility for EMS. The court voted to purchase the vacant Family Dollar Building in McKee, KY and remodel it into an EMS Station. The cost for the building was $225,000.
Judge Gabbard reported to the fiscal court, “Winter seems to have made an early arrival in Kentucky. We have had some unusually cold temperatures and several bouts with small snow events already this year. I want to remind everyone that County maintained roads are not salted during the winter. Our road department does their best to clean them and sand
the hills to help in travel. Our roads are not constructed to the same standards as state-maintained Highways, so salt could be devastating to most of them. Most of our citizens know how to travel during the winter but extra caution is always advised, no matter how experienced you may be.”
Judge Gabbard also reported, “The early arrival of winter put a damper on any blacktop we hope to get laid this year. The Allen Company is the asphalt contractor that was awarded the bid for blacktop this year and has had some major issues with the blacktop plant in Clover Bottom. Hopefully they will get the plant fixed this winter and we will get blacktop laid this Spring.
Judge Gabbard ended his report, “I want to wish everyone a Merry Christmas. I hope this joyous season is good to you. The Magistrates discussed the new water line project being installed on Highway 30 and the possibility of development for our County from this new infrastructure. They also stated they were prepared as best they could for the upcoming snow. Bean Pole Road bridge is set to begin reconstruction any day as this is a great need in that area.
The Sheriff reported that property tax collection has gone very well and that Deputy Logan Hacker is scheduled to graduate from the academy soon.
Jailer Brian Gabbard was out in a meeting, so no Jail report was provided to the court.
An EMS Vehicle Agreement was tabled until the next meeting pending a written agreement to be provided to outline the request.
The court discussed and approved the County Clerk’s 2026 Budget, Bond, and Advancement. The Clerk’s Office will operate on a 3.5 million dollar budget next calendar year. In addition, the court discussed and approved the Jackson County Sheriff’s 2026 Budget, Bond, and Advancement. The Sheriff’s office will operate on a $920,000 budget next year.
The court successfully completed the process of removing R. Jones Road from county maintenance. This road has only one residence and serves no public purpose. The landowner had asked to have the road removed from the maintenance plan.
In an effort to address some of the issues surrounding aging and faulty equipment, the court approved the purchase of a Case Backhoe from the Kentucky Transportation Cabinet surplus for $36,000.
The construction of a 48x24 foot structure (building) to serve as a Lime Shed at the Annville Garage was approved by the court for $10,600.
The court reviewed and approved additional invoices and change orders for Jackson County Fairgrounds Project Work completed since last month in the amount of $275,761.91. The project is moving along great.
The court reviewed and accepted the Treasurer’s Bills and Transfers.
The next meeting was scheduled for January 08, 2026 at 1:00 PM.
