Mayor Michael Stidham called to order the regular meeting of the McKee City Council at 6:00 PM on Monday November 17, 2025. Roll call showed Rich Waite, Jewell Gabbard, Cathy Howell, and Vicky Gabbard in attendance.
Mayor Stidham presented the council with the minutes from the October 20, 2025 Regular Meeting for approval. A motion to approve the minutes was made by Jewell Gabbard, seconded by Cathy Howell. All in favor, motion carried.
Mayor Stidham then went through a list of old business items on the agenda that the council had requested updates on. He informed the council that he had not yet been able to get up with Frank to review the updated lease with Fire Department INC, but had gotten a phone number for him and should be able to reach out.
The council was informed that the company that the City had bought the current snow plow from did not want to put the snow plow on the current truck, as the current plow was designed for a larger series truck and they were confident that it would tear the front end out of the smaller 2500 series truck we were requesting it be fitted to. It was recommended that instead the City surplus the current snow plow, and purchase a smaller plow designed to fit the 2500 series truck. A motion to surplus the current snow plow and purchase a new one was made Rich Waite, seconded by Cathy Howell. All in favor, motion carried.
Mayor Stidham also informed the council that he would have the white trucks evaluated to see what was wrong with the current truck that was down.
City Clerk Marla Fields informed the council that she had contacted American Legal Publishing to see what steps needed to be taken to correct the ordinances that were incorrect, and Mayor Stidham encouraged the council to let himself or office staff know if they saw any incorrect ones, and that he would also try to review for inconsistencies.
The council was also informed that there were no new updates on the Sewer Plant Project. A KYWWATERS application had been submitted for the construction project, but those wouldn’t be evaluated until the next legislative session, and that the meter replacement project was progressing, but that grant is a reimbursement grant and having funds to front those costs was slowing down progress.
Councilmember Jewell Gabbard asked if the City would be putting up the Christmas lights this year, and was informed that after the change from the wooden electric poles to the metal ones there were no longer brackets or hookups for the snowflakes, and currently it was not possible to affix them to the poles as the City did previously. However, the county does display the standing lights around the courthouse for the City.
Councilmember Vicky Gabbard inquired about the City losing an officer, and was informed that Officer Todd had left and gone to another department. She also inquired about the status of installing a handrail outside City Hall, and was informed that the City Clerk had gotten a quote, but that she did not think they would be able to complete the project before bad weather set in, so it would likely be early spring before it and the sidewalk extension at the Splash Pad could be completed.
A motion to adjourn was made by Jewell Gabbard, seconded by Rich Waite. All in favor, motion carried, meeting adjourned at 6:15 PM.
